Queen Elizabeth Rhetorical Analysis Essay Queen Elizabeth’s purpose with her speech is to help boost morale and show her support for the troops. She achieves this by speaking with such tenacity and by appealing to her soldier’s sense of nationalism. Elizabeth says she’s willing to lay down her life for the country she loves, as the men in front of her are about to do. Through this statement she is able to establish a connection with the troops, an example of Pathos, as she appeals to their love for England.The reason for this is to show the troops that she respects each one of them for the price they may have to pay for such a noble sacrifice. At the end of the speech she calls her enemies the enemies of God, England, and her people, and uses the word my in front of all three examples. The use of â€Å"my† shows that she takes ownership of these things and, as all good owners should do, shows that she plans to protect these things. Another way Elizabeth co nnects to her troops is by offering them monetary rewards for their actions.She also says that they are guaranteed by the word of prince, because in this time period, men were superior to women. Although she is Queen and it matters little that she’s a woman, the use of â€Å"prince† is highly significant because she basically refers to herself as equal to a man. This makes her men see her equal and respect her even more. Queen Elizabeth uses these ways to connect to her troops in order for them to be able to fight well in the upcoming battle.

I’m sure you all have seen the TV show â€Å"Toddlers in Tiaras.† It is a show about young children competing in beauty pageants to win a place in a higher ranked pageant, money, and the ownership of a winning title. Many people think differently about the show and the pageants. Some are all for the pageants and some are against them. People who are against the pageants complain that they should be eliminated because they exploit children and place them in harm’s way. They claim because of major dangers; no one under the age of eighteen should be placed in a beauty pageant. The children who are in the pageants are dressed up in adult’s clothing, have piles of make up on, and are harming their bodies. They are harming their bodies by putting the make up on and tanning. By putting make up on at such young of an age, their face ages faster. By tanning, they begin to get that urge that some adults have to tan, which makes their skin age and have wrinkles early. It also puts them at the risk of having skin cancer at an early age. They say it also appeals the children to sexual predators. When a child is half naked on stage and sometimes on TV, these sexual predators see them and may even try to meet them. Sexual predators are only part of the problem. Studies show that every child who may benefit from the competition, hundreds of others suffer damage to their self-esteem and have warped self-vision of themselves and their bodies. Many times, they use JonBenet, a young child who competed in these pageants at the age of six. She was murdered in the basement of her home by a sexual predator. The suspect claimed he became aware of her by the pageants being on television. People who are for the pageants and the TV shows claim that it brings their children fame and confidence. When a child has worked hard on a routine and they get on stage and accomplish it, there is no better reward than the applause and praise from the audience and family. Some also say that the tanning and make up does not harm their skin, it just makes them feel prettier. Someone once told me that when a person looks at themselves in the mirror, and they have their hair and make-up done, they feel better about themselves. That is what many moms claim their children feel whenever they have their make-up done, outfits on, and hair done. Moms of pageant children say that when their child has worked hard, and they have their name called on stage for a winning title, there is no happier feeling. They have worked and accomplished their goal. Call it what you want, but people have their own opinions. Some people think pageants hurt a child, and some think they help a child. Both of them could be right, depending on the child’s standpoint. If a child’s dream is to be in pageants, I would let that child fulfill their dream. What would you do? The appeals of the commercial vices are so strong and widespread that attempts to prohibit them to western countries have always failed. Taxation System In Pakistan Taxation in Pakistan is a very complex system including more than 70 different taxes and nearly 37 different government agencies administer the tax system. Around 10 million people are registered to pay taxes but only 1.9 million people pay taxes [1]. In 2002, Transparency International studied 256 respondents, among which 99% were facing corruption regarding to taxation. Furthermore, 32% of respondents were paying bribes to lower their tax assessment, and around 14% reported receiving fictitious tax assessments [2]. Pakistan is one of the developing countries where tax to GDP ratio is very low. (Exhibit 1) From 1947 the sales tax was introduced at provincial level which was covering a limited area of commercial activities. In 1951 it was converted into a federal tax in 1951. The Government of Pakistan setup a National Tax Reforms Commission in 1985 to provide recommendations to improve the taxation system in Pakistan. The Commission submitted its final report in December 1986. As a result, the Sales Tax Act was introduced in 1990, it was a value added version named as General Sales Tax (GST). In 1995-96, GST was transformed into a complete VAT mode tax with its basic structures. In 1997-98 the tax base was extended to importers, retailers and wholesalers. GST was only covering the goods before 1990, which later on covered the services sector also. Tax collection was increased from 1990s to 2000s collecting US$ 2.67 billion in the recent years. Comparing With Some Similar Economies [3] The Indian economy is the 2nd fastest growing economy of the world and 12thlargest in term of exchange rate. Although, India does not have impressive track record in the growth of revenues, rising from6.8% of GDP in 1950s to 10.3% in 1990s and maximum of 12.9% in 2009. But the important thing is that the tax-to-GDP ratio is increasing constantly from 2004 onward. On the other hand, tax-to-GDP ratio in Pakistan has a declining trend from peak 13.2% to 8.9 in 2009. (Exhibit 2) Sri Lanka has been facing a worsened law and order situation since early 80sand economy of Sri Lanka showed a very low GDP growth. Although, tax revenues as compared to GDP has decreased in Sri Lanka but still they have high rate of 14.3% which is higher than Pakistan. Sri Lanka has coped with the problems in economy by focusing on its Tea exports, Tourism sector. Furthermore, government has also tried to improve the revenue collection. (Exhibit 3). Sweden is considered to have highest tax-to-GDP ratio in the world. Tax revenues in Sweden have touched a highest level over 50% of GDP. The personal income tax rate is highest in Sweden which is about 56.4%. Tax rate is progressive for the personal income in Sweden while in Pakistan we are facing a regressive taxation. (Exhibit 4) Reasons of low tax to GDP ratio in Pakistan There are several reasons why we are unable to collect the tax. Corruption is one of the important aspects which are casting great hindrance in taxation system. Other important reason is low literacy rate, which is very low as compared to many countries in the world.(Exhibit-5Literacy).Demography of a country also play an important role in the tax to GDP ratio. Pakistan has about 36.7% population which is 14 years of age or below. Hence working class is not growing to generate taxes. Terrorism, law and order situation, poverty and unemployment are also playing important role in low tax collection. Tax base in Pakistan is stable at 1%, on the other hand tax base in USA is about 24% and it is 20% in Malaysia. Tax policy is also not suitable in order to generate taxes and to extend the tax net. Another problem that we are facing is documentation of economy; nearly 52% of our economy is undocumented. Audit and enforcement is so weak in Pakistan that the audit agencies themselves are invo lved in corruption. Looking at different sectors, we can see agriculture has above 20% share in GDP but tax collected from this sector are only 1% of total tax collection. In this way contribution of different sectors is not properly distributed. Political influence is also a big hurdle in the taxation system. [4] Main Concern of Pakistans Tax Policy Government collect taxes from its people in order to spend the collection on the welfare of its people which includes national defense, debt servicing and other welfare related issues. While designing the tax policy a country should account the equity and justice for its people because a system is most effective when it is designed on the bases of equal and fair treatment of each tax-payer. But in case of Pakistan the situation is bit different, as a nation we are in debt by the foreign and domestic lenders which is due to our extra expenses incurred due to recent war on terror, our habit of corruption at national and international level and we are also tax averse society in which we dont feel ourselves responsible to pay taxes. Our current tax collection system is very weak which comprises of loopholes in the system accompanied by the corruption of Federal Board of Revenue (FBR) officers which speaks about the justice and equity of our government officials for their people [5]. After analyzing the height of corruption, special favor given to government officials or their friends, our undocumented economy and failure to increase tax net it has become necessary for any lender to set the target in order to continue the money lending and to make sure that their borrowed money can be repaid by the borrower. Initially the foreign lenders did not set any targets for us because they somehow believed in our commitments and also felt that we will pay them back their money as per the signed agreement but after the several failures of debt servicing, lenders started to analyze the root cause of this issue in which they found our tax collection system complied with old methodology of taxation i.e. General Sales Tax (GST) in which all the tax collected at the last stage which makes them aware of the fact that as a corrupt nation and low tax net economy it will become more difficult for them to collect their lent amount from us which lead IMF to set targets for us[6]. The reason they feel our system is outdated because now most of the countries in the world including the developing countries are eliminating the loopholes in tax collection system by introducing the Value Added Tax (VAT) and by increasing the tax net through VAT. Now the question arises what are the reasons for government to obey the rules set by International Monetary Fund (IMF). Firstly, we do not have enough liable system and funds by which we can manage our economy because of which we need IMFs support so that we can run our affairs smoothly. Secondly, reforming Pakistani taxation; certain actions such as reestablishment of the State Tax Organization, restructuring the law of direct taxation, introducing and implementing the value added tax, as a complimentary to the reformation of the existing law of direct  taxation and as an efficient and co-ordinate tool with the economic situation of the country has been taken in to account. Also, In General Sales Tax (GST) which is based on the percentage of sales, State loses 100 percent when someone evades tax whereas in Value Added Tax (VAT), a taxation system in which tax is applied in production process whenever the value is added to the product, if tax is evaded at one value addition stage government loses only some part of the tax Another reason for suggesting implementation of the value added tax is that, it is a suitable substitute for many other duties and indirect taxes, which has vast distortion effects  on the productive sectors and on the welfare and behavior of the consumers. Omission of the indirect taxes and duties causes  great decrease in the government revenues. Thus, the value added tax, in addition to compensating the income decrease of the government, can also increase the government tax  revenues. VAT also justifies itself more effectively because by implementing VAT it will result in the increase of tax revenues and also help to decrease the pressure on taxation for production sector also better for the investment by the adjustments in the income tax rates. It will also reduce the time and costs related to tax collection and also bring the sense of participation among the peoples [7]. On the proposal for introducing VAT in Pakistan by the government officials there was a huge resistance from the opposition parties because the main negative effect of VAT in economy of Pakistan is the need of accounting which needs to be done which will also effect on the accounting which business might need to perform. It affects small businesses because such business may lack in terms of accounting proficient peoples in order to track the tax of business. It is also highlighted by opposition that VAT will also result as a regressive tax policy in which rich person will get a fair deal by transferring their tax burden upon the poor people which will ultimately cost a lot for the poorer one but after analyzing the research paper of so many author we came to understanding that initially at the time of imposing VAT for the first time such problems do occur but there are also some ways by which government can address these issues. And it is also the reason that some of the critics of VAT states that it will also lead to inflationary price level which will hurt the economy as a whole but this is not as much true because the rationale behind VAT states that it will create the deflationary effect on the economy which will result in stable or low price as the time passes. And to respond the previous critic of VAT about being regressive policy, we can compensate the low salary class of people by introducing new tax policies which could help the m particularly [8]. The main concern of Pakistans tax policy is to increase the tax revenue which can only be done through applying VAT in which tax can be collected at every level whenever the value has been added. Its positive effects are more as compare to the reasons for resistance which government is facing in order to reinforce it and these resistance are natural because if we see other countries who are same as Pakistan have also faced the similar kind of issues while implying their tax system from GST to VAT and not just that but also we are running out of funds for which we have to comply with the requirement of Foreign Lenders i.e. IMF so that we can manage our economical issues comfortably. In the long run perspective, the VAT will not just increase our tax net but also make us self sufficient in terms of managing our self and we will also be able to service our debts which will results us as a freedom from the loan from IMF in the coming time period. Only critical fact which needs to be address while setting the tax policy on VAT is the corruption related matters which can be minimized by the VAT by its own self but government should also take some initiative while dealing with VAT implementation face because its more easy and possible to cheat if VAT is the system but on the other hand it will just miss the percent of Value Addition while on the other hand GST miss the whole hit if the tax payers manage to get rid of tax. Comparison of Complex VAT with Simpler GST As we know, in GST, tax is charged as a fixed rate at the end of supply chain where as in Value Added Tax system, tax is charged at every value addition stage so suppliers/vendors in the middle stages of production can evade tax by not registering with Financial Bureau of statistics. In VAT system, for example If a stage two supplier is not registered with FBR and supplies goods to third level in value addition and FBR takes information about the production of good from level three vendor, the tax evader at level will be tracked sooner or later. The world experience has showed that VAT induces a strong tax culture. Under GST system, due to tax evasion, tax gap in 2010-2011 was 79 percent [9]. One way to stop organizations from evading tax is heavily penalizing them. For example if the organization has already filed a tax return and fails to pay the tax liability or evades it should be penalized on daily basis. If a person registered with VAT fails to file return, under section 88 of the Federal VAT Bill 2010, value added tax liability will increase. If the tax return is not filed within fifteen days of due date, the supplier would have a penalty of Rs.1, 000/- for every day of default. Penalties on failing to pay the taxes would help collecting tax and there would be an incentive for organizations to pay taxes on time because if they do not they will be charged more [10]. Also the suppliers in the supply chain who are not registered with FBR will not be in a position to claim the tax paid at purchase levels. The in-built invoice based credit of VAT will promote economic documentation. Tax invoice is the most important and significant feature of VAT-induced documentation. VAT has self-assessment features and records business transactions through tax invoicing. Today Pakistan is facing a problem of undocumented and black economy. More than 30 %, calculated by electricity consumption approach, of Pakistans total economy is undocumented resulting in low tax revenues which in turn results in increasing tax rate and increasing tax burden on people who fairly pay their tax dues [11] see exhibit 7. VAT, with its features of penalizing and mandatory documentation of business activity, will help eradicate the norm of black economy from the nation. When in 2010 implementation of VAT was proposed, online registration of tax payers was also proposed. Difficult and rigorous registration is also one reason of people and businessmen not registering for tax. Historically as well as in present registration, under GST, has been a troublesome process because of which people avoid it hence huge amount of revenue is lost by government. If VAT is introduced, registration would become easy and those who do not register just because of the complicated process would start listing themselves which would eventually increase government revenues and its ability to pay off debt. It is also a general concern of people that the cost of compliance would increase dramatically if the VAT is implemented; this however, is not true. There will be no effect or increase in compliance cost of producers already registered/operating under GST regime and will automatically switch to VAT. But the new taxpayers who are not yet registered will have to pay nominal expense for VAT compliance. [12] One of the reasons Pakistan has not been able to progress as much as other emerging countries have is because of the lack of proper infrastructure, low quality of education, and lack of governments ability to spend on public welfare. With VAT the state would be able to collect more taxes with which Pakistan will be able to repay its loans sooner. The first thing that one has to engage with is, why Joyce felt that Dublin was the centre of paralysis. What were his reasons for thinking and feeling that Dublin was suffering from this paralytic state? It is important not to overlook some of the main issues that Dublin was facing at the time Joyce wrote Dubliners. Joyce wrote this book during the Irish Literary renaissance. One of the main reasons for this renaissance was for the Irish to show that they could be independent from Britain. Joyce wrote Dubliners at a time when Ireland was under the British rule, the Irish were governed and had no independence. The novel, Dubliners was a way to show the people of Dublin what they seemed to be missing, they were not aware of this paralytic state they had fallen into. Throughout the book most of the main characters in the stories has an epiphany; this was Joyce s way of helping the people of Dublin become aware of this state they had fallen into and help them snap out of this paralysis. This was one of the main reasons Joyce wrote about Dublin and the paralytic state. The people of Dublin according to Joyce were not able to move forward, they were being hindered from making progress. Joyce was trying to show them that if they did not make a change and move on then they will forever remain in this paralytic state with no future. This idea is reinforced by Joyce himself, when he was writing the letters to Richards; he mentions that his intention is not only to write a satire about Ireland but to liberate his country. Joyce also emphasised the point that the people of Ireland need to have a good look at themselves in order to see that they are stuck in this paralytic state. This very first line sets the scene for the rest of the story, Joyce begins with this line to show that there may have previously been hope for Father Flynn; but now it is too late now there is no hope for him. In baseball a third s trike means that the batter is out; he has no more chances. This same principle can also be related to Father Flynn and the Catholic Church. It can also be seen as Joyces way of telling the readers that the Church has no hope there is nothing that can be done, it is too late and that the people of Dublin need to wake up and see that they are living in a vicious circle. This circle that they are living in cant be undone unless they strike out and make a change for themselves. In this first story The Sisters, a boy who lives with his aunt and uncle starts to assess his relationship with a priest, Father Flynn. After having his third stroke Father Flynn is left paralysed. The boy walks past the priests house to see if two candles have been lit, which would signify that the priest had died. One night when the boy comes down for supper he hears of the news that Father Flynn has passed away through Old Cotter who is a family friend. Whilst the boy who remains nameless throughout the story is eating his supper he observes the conversation his uncle and Old Cotter are having. Old Cotter speaks of the reservations which he had about the priest, there was something queer, something uncanny about him (Joyce, J. Dubliners p.1). Old Cotter questions the relationship between the boy and the priest, I wouldnt like children of mine, to have too much to say to a man like that. (Joyce, J. Dubliners p.2). The same night the boy has a dream in which he sees the old priest confessing. The boy later has a moment in which he has an epiphany, he feels that the priests death has freed him, I felt even annoyed at discovering in myself a sensation of freedom as if I had been freed from something by his death. (Joyce, J. Dubliners p.3). In this story it is easy to see the theme of religion along the theme of paralysis. It can also be said that the boy in the story represents Ireland and Father Flynn is a representation of the Catholic Church. The boy can be seen as being paralysed becaus e of the control and influence Father Flynn had over him. He was subservient to the priest, the boy mentions how we would run small errands for the priest, I who emptied the packet into his black snuff-box.(Joyce, J. Dubliners p.3). The main reason Joyce seemed to be attacking the church was mainly because Joyce felt that the church had too much control over the people of Dublin and Ireland in general. This point is backed by the fact that the boy feels free once the priest passes away. He no longer feels trapped and paralysed. So, why did Joyce feel that the church was one of the reasons for the paralysis of the Irish people? Religion was a really important part of Ireland at the time Joyce wrote Dubliners; this was also the time that Ireland was trying to break away from the British rule. Joyce felt that the affiliation between Ireland and the Church hindered the possibility of Ireland becoming free from Britain. Joyce is quoted as saying that, The soul of the country is weakened by centuries of useless struggle and broken treaties, and individual initiative is paralysed by the influence and admonitions of the church. (Paul Delany, Joyces Political Development and the Aesthetic of Dubliners.p257). Here it is c lear to see that Joyce feels that the people of Ireland are being held back by the church, not only Ireland as a whole but each individual person living in Ireland. These people are being shackled by the Church, these individuals are being hindered by the Church to achieve great things and reach their true potential. This point is supported by the boys paralysis in the story, the boy feels a sense of freedom once Father Flynn dies. The boy has an epiphany he sees that he is no longer paralysed by the priest. Joyces motive for this story was so that all the readers would also have an epiphany and would see, that much like the boy in the story they are also shackled and paralysed by the state and predominantly the Church. Joyce uses the boy in the story to symbolise the future generations of Ireland; the boys and girls who could lead Ireland to great things. It is clear to see that the boy is paralysed by the priest. How is the priest paralysing the boy? The boy is paralysed through the teachings of Father Flynn. The readers are made aware that the boy and Father Flynn spent considerable amount of time together, The old chap taught him a great deal. Joyce is showing the readers that the boy is paralysed by the teachings of the priest; albeit he is learning much but this is paralysing him from living his childhood. By spending a great deal of time together the boy is being moulded in a way that the Church wants him to live and behave; the boy is losing his own free-will. What does Father Flynns death in the story signify? As mentioned before, Father Flynn can be seen as a personification of the entire Catholic Church; his death enables the boy to feel free, to become free. This is Joyces way of telling the people of Dublin that they can also become free, but they have to sever their relationship with the Church. The second story this essay will engage with is, Eveline. This story can be seen as the one which is the most direct when it comes to engaging with the theme of paralysis. In this story the main protagonist, Eveline can be said to be one of the very few characters in the novel who actually comes the closest to breaking free from her paralysis. The story is about a girl called Eveline, living at home with her father. Eveline has a lover named Frank, she had the chance to start afresh with him by leaving the city. Throughout the story Eveline is fighting with the idea of whether to leave or to stay. Like most of the other characters Eveline also has an epiphany, she finally decides to go with Frank, this brings a great deal of joy to her; knowing she can start a new life with someone she loves to leave the hard punishing life behind. This all changes once she has to act on her decision, when the moment comes to board the ship with Frank she freezes. Evelines paralytic state is best des cribed by the final few sentences in the story. The sentence, She set her white face to him, passive, like a helpless animal. (Joyce, J. Dubliners p.26). This line epitomises the state of paralysis perfectly, Eveline becomes so paralysed that she loses the ability to even show emotions. To some extent she can be seen to go into a robotic state were she is unaware of anything going on around her. If Eveline decided to go with Frank this would have been the biggest decision she has made in her whole life; why does she decide to go what is keeping her from going, what is paralysing Eveline? Is it simply the prospect of change is scaring her? Scared of what may happen if she chooses to make a change in her life? By deciding not to go, Eveline remains paralysed by her old life, she has the chance to break the shackles of the city and to begin a new life. Is she simply just scared to leave, scared of change? It is possible to simply think that she is scared of change but there is also the other underlying theme in this story, which is family. Evelines refusal to make a change can be seen as the result of her feeling the need, feeling the responsibility of taking care of her father. She made a promise to her dying mother to take care of her siblings and her father, to keep the family together. Her duty to her father supersedes her longing for a new life. Eveline is paralysed by her family, city, environment; she is also paralysed by the potential guilt she would feel is she did decide to leave her family. She is paralysed by her surroundings, even when she believes in herself to bring about change she still remains paralysed. This is exactly what Joyce was trying to show the readers, the people of Ireland. Joyce was trying to show them that they will forever remain stuck with their paralysis until they actually make a change. Simply wanting to make a change is not enough, Joyce feels that they need to act upon their dreams and aspirations for a better life. At the en d of the story Eveline is depicted to the readers as a, helpless animal. This shows the reader that Eveline has been stripped of her human emotions, the paralysis has sapped her of all human capabilities. Joyce further highlights Evelines miserable existence and paralysis by giving her a means of escape in the story but then taking that away from her. She is given a chance of escaping but Joyce in his style of scrupulous meanness decides to show the readers that she is not able to leave even when she is given the chance to do so. (Delany, P. To conclude, the main aim of this essay was to engage and discuss the theme of paralysis including the themes of religion and family; to see how Joyce engages with these themes in the two stories and what was his reasons and aims for doing this were. These laws were unlike the black codes which had been done away with ten years earlier. The Jim Crow laws brought segregation to public schools, public places, and public transportation. It also separated restrooms, restaurants, and drinking fountains from blacks and whites. The U. S. military was also segregated. For more than 200 years before the Civil War, slavery existed in the United States. But after the war things began to get worse for blacks.The south thought they needed to do something. The Southern legislatures, former confederates, passed laws known as the black codes, after the war, which severely limited the rights of blacks and segregated them from whites. The south gradually reinstated the racially discriminatory laws. The two main goals they wanted these laws to achieve: disenfranchisement and segregation. To take away the power that the blacks had gained, the Democratic Party began to stop Blacks from voting. There were many ways to stop blacks from voting.Some of these things were poll taxes, fees were charged at voting booths and were expensive for mos t blacks, and the literacy test. Since teaching blacks were illegal, most adult blacks were former slaves and illiterate. â€Å"A favorite ploy was to change the registration site without notifying colored voters; some registrars demanded that elderly Negros prove that they were over twenty years old, not easy for those who had no birth certificates because they were born into slavery. †[2] This was something that was common back when the blacks would go and try to vote to make a change. Registered colored voters outnumbered whites 776 to 630 in Grant Parish. †[3] The white were doing everything in their power to cheat and make sure that the blacks did not win anything that they had put their vote in for. First of all I want to begin with the narrative perspective. In the short story â€Å"Mr. Know-All† by William Somerset Maugham there is a first person narrator, who takes an active part in the story. He is a very important character. It is not easy to tell whether he is a minor or a major character. On the one hand he is a major character because the way he presents Mr. Kelada influences the reader a lot. On the other hand he is just a minor character because he is only the presenter of Mr. Kelada. The reader never can see him in real action when he is without Mr. Kelada. He is just present to tell the reader what Mr. Kelada does and how he behaves. Furthermore he is a minor character because the whole story deals with Mr. Kelada. In my point of view Mr. Kelada is the protagonist and the narrator is the foil, the so called contrast figure. He only reflects the good and the bad features of the protagonist. In this particular story the foil reflects more the negative than the positive traits. The narrator himself is an English snob. He is not very fond of staying with somebody else in a cabin for fourteen days. Furthermore he is biased about foreigners, because â€Å"I should have looked upon it with less dismay if my fellow-passenger?s name had been Smith or Brown. † 1 That sentences shows that he values the British higher than people of foreign origin. He is very biased about foreigners and especially about Mr. Kelada. Throughout the story – but especially in the first 45 lines (and that is more than the first half of the short-story) – the narrator expresses his racist view.
